The Howard Government's patriotic push to have Australian flags flying at all schools has left it in a flap. 7News can reveal millions of dollars in funding has been wrapped up in red tape.

Schools were promised a $1500 government rebate if they put up a flagpole. About 3000 across Australia did, but these documents obtained by 7News under Freedom of Information show 1100 have been denied their money.
